ROC legislative election, 2004 - Wikpedia
Legislative Yuan (&;) of the Republic of China on Taiwan was held on December 11, 2004.
The legislative elections were expected to be the last in Taiwan using the single non-transferable vote, as a constitutional amendment is pending to convert the election format in the 2007 legislative elections.
In the election, the New Party ran seven of its eight candidates (the minimum number required to form a legislative caucus) under the KMT banner to avoid splitting the vote though their campaigns were funded and organized by the New Party.

 Legislative Yuan
The Legislative Yuan greatly increased its prominence after the 2000 Presidential elections in Taiwan when the Executive Yuan and presidency was controlled by the Democratic Progressive Party while the Legislative Yuan had a large majority of Kuomintang members.
The legislative elections in late 2001 produced a contentious situation in which the pan-blue coalition has only a thin majority over the governing pan-green coalition in the legislature [1], making the passage of bills often dependent on the votes of a few defectors and independents.
The 1st Legislative Yuan was to have been elected for a term of three years ending in 1951; however, the fall of the Mainland made it impossible to hold new elections.

Because it was impossible to hold subsequent elections to represent constituencies on the mainland, representatives elected in 1947-48 held these seats "indefinitely." In June 1990, however, the Council of Grand Justices mandated the retirement, effective December 1991, of all remaining "indefinitely" elected members of the National Assembly, Legislative Yuan, and other bodies.

 TAIWAN 2001 ELECTIONS
Why is the 2001 legislative election being held at the same time as the 2001 elections for county magistrates and city mayors?
Although the time legislators are scheduled to complete their terms is not exactly the same as time for county magistrates and mayors, because the respective elections were scheduled only a month apart the Central Election Commission decided to hold all of them on the same day to simplify matters and save costs.
The election commission organizes at least two publicly financed programs that last at least one hour each during which candidates and representatives of their respective political parties are allowed to state their views.
